Restore the jbase_env.sh file to the AIX and Linux builds.

1.1. Previous Release Behavior

The jbase_env.sh file was missing from the AIX and Linux builds.

1.2. Current Release Behavior

The jbase_env.sh file has been restored to all of the Unix builds.
